Barbados exceeds expectations as CATA returns to its cradle

The verdict has been delivered - the 37th CATA Technical Conference was a resounding success. The results of the post Conference evaluation indicate that for the majority of delegates, the Barbados event exceeded expectations both in terms of the technical content but also in the area of logistics.

That the 2016 Conference was being held in Barbados had important significance for the Association. Even as delegates trooped into Bridgetown in November, many were scarcely aware that they were making a pilgrimage to a country where the idea of a Commonwealth-wide tax organization was conceived. It was 39 years ago in 1977 during a meeting of the Commonwealth Ministers of Finance in Barbados when a decision for such an organization was reached. One year later, on the 23rd May 1978, the CATA Constitution was formally adopted, with Barbados being one of the 23 founder member countries.

Regional workshop very well received

Tax administration officials from the Caribbean region came together October 3-6, 2016 in Georgetown Guyana for the regional workshop – A Practical Approach to Risk Assessment in the Caribbean Region.

The workshop was hosted by the Guyana Revenue Authority (GRA) and jointly sponsored by the Commonwealth Association of Tax Administrators (CATA), the Inter-American Center of Tax Administrations (CIAT), the Organisation for Economic Co-operation and Development (OECD), and the World Bank Group (WBG), with technical and organizational support from the Canada Revenue Agency and the financial support of the WBG’s SEMCAR Program and the Government of Canada.

Tax features at the Commonwealth Finance Ministers Annual Meeting

The Commonwealth Finance Ministers once again added their voices to the importance of exchange of tax information among member countries as a way of protecting their tax bases and ensuring that effective mobilization of domestic revenue remains firmly on the international agenda.

The representative of the United Kingdom took the participants through the on-going project on “beneficial ownership” which his country is spearheading and pointed out that this initiative will contribute immensely in tackling not only tax crimes but also assist law enforcement agencies in addressing issues around illicit financial flows, money laundering and financing of terrorism. He urged member countries to join this noble venture that will see countries exchanging vital information on the true identities of persons behind business entities.

International Tax Transparency Standards: G20 sets compliance deadline

The G20 leaders have set the deadline for the countries “including all financial centres and jurisdictions………to commit without delay to implementing the standards of automatic exchange of information by 2018 at the latest”. In a communique issued after their meeting in Hangzhou, China on 5th September, the leaders called for countries to “sign and ratify the Multilateral Convention on Mutual Administrative Assistance in Tax matters”.

2016 CATA/HMRC training programmes end in London

A total of 32 delegates from around the Commonwealth have successfully completed their six-week summer residential training programmes ("ALP" and "CTAC") in the UK. CATA/IBFD roots for stronger collaboration

The Executive Director recently paid a visit to the headquarters of the International Bureau of Fiscal Documentation (IBFD) in The Netherlands and held a meeting with senior researchers of the institution led by Prof Victor van Kommer. CATA has a long standing relationship with the IBFD whose researchers have served as resource persons in various CATA conferences. The team discussed the ongoing technical assistance work that IBFD was undertaking in various part of the world, especially in Africa and the need for collaboration with CATA in some of these initiatives. OECD invites comments on draft transfer pricing guidance

Commonwealth IFCs react to the “Panama Papers”
Senior officials from various Commonwealth small states recently held a round table discussion in London to reflect on the implication of the “Panama Papers”.  As these states have been identified as key International Financial Centres (IFCs), there has been increased international focus on their role in the current international debate on tax evasion (and tax avoidance), money laundering and other financial crimes. A number of these states appear in the EU Blacklist of 2015 and have also been identified as “jurisdictions of relevance” by the G20 for the purpose of the new standards of Automatic Exchange of Tax Information.

2016 TOIT Workshop in Malaysia a great success

The 20th edition of the Workshop on Taxation of International Transactions or TOIT as it is commonly known was successfully concluded on 27 May 2016. This three-week programme hosted annually by the Inland Revenue Board of Malaysia (IRBM) at the Malaysian Tax Academy (MTA) commenced on 9 May 2016. TOIT was first introduced in 1997 covering two weeks on treaty interpretation, application and practical negotiation with another one week on transfer pricing. The issues discussed have been kept up-to-date over the years with the latest developments both at the OECD and UN level.

A total of 26 participants from 14 member countries, namely Fiji, Ghana, India, Kenya, Kiribati, Malawi, Maldives, Mauritius, Rwanda, Seychelles, South Africa, Sri Lanka, Swaziland and host Malaysia participated in the workshop this year.
